Hubert H. Humphrey Fellowship Program

A year of professional enrichment in the United States for experienced professionals from designated countries undergoing development or political transition.

Leaders for a Global Society

The Hubert H. Humphrey Fellowship Program provides ten months of non-degree academic study and related professional experiences in the United States.

Humphrey Fellows are selected based on their:

  • potential for leadership and
  • their commitment to public service in either the public or the private sector.

The Humphrey Program fosters a mutual exchange of knowledge and understanding about issues of common concern in the United States and the Fellows’ home countries. The Program offers Fellows valuable opportunities for leadership development and professional engagement with Americans and their counterparts from many nations.

Basic Eligibility Criteria   

  • an undergraduate (first university or Bachelor’s) degree
  • a minimum of five years of full-time, professional experience
  • limited or no prior experience in the United States
  • demonstrated leadership qualities
  • a record of public service in the community
  • English language ability

Fellowship Provisions    

The Fellowship provides for:

  • Payment of tuition and fees at the assigned host university;
  • Pre-academic English language training, if required;
  • A maintenance (living) allowance, including a one-time settling-in allowance;
  • Accident and sickness coverage;
  • A book allowance;
  • A one-time computer subsidy;
  • Air travel (international travel to and from the U.S. for the Program and domestic travel to required program events);
  • A Professional Development allowance for professional activities, such as field trips, professional visits and conferences.

Program Fields      

Humphrey Fellowships are awarded competitively to candidates who are mid-career professionals in the fields listed below. Please contact the Public Affairs Section of the U.S. Embassy or Binational Fulbright Commission in your country to see which of the following fields candidates are being recruited in.

  • Agricultural and Rural Development
  • Communications/Journalism
  • Economic Development
  • Educational Administration, Planning and Policy
  • Finance and Banking
  • Higher Education Administration
  • HIV/AIDS Policy and Prevention
  • Human Resource Management
  • Law and Human Rights
  • Natural Resources, Environmental Policy, and Climate Change
  • Public Health Policy and Management
  • Public Policy Analysis and Public Administration
  • Substance Abuse Education, Treatment and Prevention
  • Teaching of English as a Foreign Language
  • Technology Policy and Management
  • Trafficking in Persons Policy and Prevention
  • Urban and Regional Planning

Eligible Countries/Regions

In 28 countries, the Humphrey Fellowship Program is administered by a Binational Fulbright Commission/Foundation. In all other participating countries, the Public Affairs Section of the U.S. Embassy is charged with the operation of the Program.

How to Apply

Please contact the Public Affairs Section of the U.S. Embassy or Binational Fulbright Commission in your country for more information about application procedures and deadlines.

Embassies and Commissions must submit their nominations to the Institute of International Education office in Washington, DC by October 1. The deadlines for applicants vary by country.

    First of all I like to appreciate your support to increase capacity building especially in sub-Saharan countries.
    I am living in Ethiopia and I am an Ethiopian by nationalities and working in public and graduated BSC in public health so I like to join the scholar. Can I apply to American Embassy in Ethiopia?
