Romanian Government Scholarships for Foreign Citizens

Scholarship Overview

  • The Government of Romania offers several scholarships to foreign citizens in accredited higher education institutions in Romania through a file-based application competition run by the Ministry of Foreign Affairs (MFA) and the Ministry of Education and Research (MER).
  • These scholarships are offered to foreign citizens who come from non-EU countries. They cover undergraduate, master’s, and doctoral studies.

Fields of Study

  • Any field of study except Medicine, Dental Medicine, and Pharmacy

NOTE:

  • Studies at undergraduate and master’s levels are undertaken in Romanian.
  • Doctoral students can opt for studies in Romanian or a foreign language set by the doctoral school.
  • Students who do not speak Romanian go through a preparatory year of studying the Romanian language before commencing the actual study program.

What does the scholarship cover?

  • An exemption from registration or any other fees related to application processing, testing for Romanian language skills, taking the admission contest for doctoral studies, and aptitude tests.
  • Tuition fees for the Romanian language preparatory year.
  • Tuition fees for the actual study period, not exceeding the duration of a university cycle, subject to the study program.
  • A monthly scholarship for students enrolled in the Romanian language preparatory year.
  • A monthly scholarship for students enrolled in bachelor’s, master’s, or doctoral studies for a period no longer than the duration of the university cycle.
  • Accommodation in student dormitories within the allocated subsidy.
  • Medical assistance in case of medical-surgical emergencies.
  • Local public, ground, naval, and underground transport.
  • An exemption from the payment of the study visa fee.

Am I Eligible to Apply?

To qualify for this scholarship, you must:

  • Submit a completed application file. Follow the instructions for completion very carefully.
  • Present your study documents issued by an accredited/recognized educational institution in the country where they were issued.
  • Comply with the regulations for file submission.
  • Comply with enrolment dates and deadlines.
  • Have good academic results of a least 7, corresponding to the scoring system in Romania.

How Do I Apply – Next Steps

  • The scholarship application should be sent through the Study in Romania platform found at the link below. This platform can be accessed in both English and French.

Required Documents

  • The scholarship application form and application for issuance of a letter of acceptance.
  • Copies of diplomas obtained previously (baccalaureate diploma or its equivalent, plus bachelor’s degree, master’s degree, doctorate, if applicable), with authorized translations into English, French, Spanish, or Romanian.
  • Copies of transcripts of completed studies with authorized translations attached.
  • A copy of a birth certificate or any other equivalent identification document with an authorized translation into English, French, Spanish, or Romanian.
  • A copy of the first three pages of the applicant’s passport.
  • A Curriculum Vitae in English or French, in the authorized format
  • Doctoral applicants must submit a letter of intent in English, French, or Romanian. The contents of this letter are listed on the website.

  • All documents must be scanned individually in PDF format.
